In this section, I introduce the commands to access the observation.
CLIC knows only one observation at a time, the current
observation. The other observations already read are kept in memory so
subsequent calls do not have to read again the corresponding
records. The limit to that scheme is the amount of memory. In case,
not enough memory is available to get an new observation, CLIC will
remove the oldest observations in the cache until sufficient room is
found.
