[alma-sw-ssr] Post-Berkeley draft of Offline Requirements

Based on discussions during the Berkeley meeting, I have generated a new
draft (v3.0) of the ALMA Offline Data Processing Requirements document.
This includes the removal of the Pipeline section (to be included in the
ALMA SW-11 Memo under 3.6), abbreviation of the Simulator requirements
(main simulator requirements to go to SW-11 under 3.1-R11 or new section),
and incorporation of assigned priorities.  It appears we had completed
discussion of about 3/4 of the document, and this includes everything with
an assigned priority in this draft - the remainder remains as-is for now.
I will try to go through the remaining sections in the next week or so.

The removed Simulator section, with changes made as we discussed in
Berkeley, can be found as simulation-24jul01.tex
This would be a good start for what to include into the SW-11 doc.  Note
that the priorities assigned here conform to the SW-11 priorities, not the
scheme Ive used in the Offline Reqs.

Comments welcome on this draft, though it might be best to focus on the
things with priorities and wait until I go through the rest before
commenting on those.
